Context Early Warning System

Knowledge of climatological and weather conditions are essential in agriculture and for the producers of field crops. Data and knowledge serve as inputs for on-farm decision making with regards to crop production and management or for instance the use of pesticides. It is an extremely important factor when it comes to productivity and product quality. Data and statistics can also be very supportive to extension service workers, advisors and policy makers in their decision making. A functional agro-forecasting service will alert farmers on possibilities of occurrence of pests and diseases and provide them with appropriate measures and recommendations that should be taken to eliminate or minimise consequences of appearance of diseases and pests that can cause damages and loses to the crops. The RS Ministry of Agriculture has identified the importance of establishment of agro forecasting service as integral part of the extension service with the aim to reduce the costs of pesticides.

Need and interest of local authority

Republika Srpska is aware that by implementation of a working Early Warning System the quality and quantity of agricultural products will rise and that Global Gap standards are easier to reach resulting  in a raise of export of agricutural products in order not to depend to much  on the local market.

Stakeholders

Stakeholders are the Ministry of Agriculture in Republika Srpska, Regional Extension services and the Republika Srpska Plantprotection Service (RSPPS).

The Republika Srpska Plantprotection Service advices farmers in Republika Srpska on the use and application of pesticides to protect their crops. Main problem for the producers is that they have no early warning system for field crop diseases as phytophtora, botritis, alternari etc. etc. so that huge quantities of chemicals are used to prevent outbreaks. RSPPS wishes to purchase and implement an working Early Warning System as developed by Dacom to reduce the usage of chemicals, improve the quality of products and improve efficiency of the Global Gap system in RS.
